Aphelios Vs Hwei

Basically we are having an argument with my friends and we cant decide if Hwei is harder or easier than Aphelios. My friend keep on saying that aphelios is really easy and u just have to spam AA, meanwhile Hwei have to think about which spell to use at wich time. My opinion on that is that aphelios have to be careful with wich weapons u have and how you do your combo, meanwhile Hwei is just another mage with kinda the same gameplay as a xerath (I main ADC i dont know a lot about mages). Help us found who is right pls

Ps : forgot to mention that my friend is a top main who say that ADC champs are the most OP champs in the game and the most easiest cuz they can one shot tank with some AA
