The not showering

I work in a university and some of the students don't seem to have had a shower. Like the stench I've also met adults who don't seem to shower.

Especially in winter. Do a lot of people lack hot water?? When I was a kid the shower was rubbish so you had to have a bath once a week and a shower once a week, but some people don't seem to ever wash
