How did my house pass electrical inspection when built (2007 in PA)

The oven and overhead microwave+built in range are on the same (15amp) breaker as some of the living room outlets (including the one next to the hookup for cable so our tv and game system) as well as at least 2 of the outlets in the finished basement. What the fuck kind of wiring is that shit? That breaker has tripped so many times due to running the microwave/range/oven/tv/ps4/cable box the thing that usually causes it to trip is if my MiL accidentally uses one of the outlets in the basement at the same time as everything else upstairs is being used.

From what I read the kitchen stuff is supposed to have its own designated breaker to be up to code. So how did this even happen?
