Does this mean my engine oil is too low?

I started getting a warning of "Low engine oil pressure" sometimes when I turn. So I checked the dip stick and this happened. What you are seeing is my starting off with a completely wiped down dip stick. I put the dip stick in, removed it, and a tiny sliver of oil showed up. Isn't the oil supposed to be soaking the dip stick? If so, does that mean I barely have any more oil in the engine? Or is this supposed to look like this?
