Is everything the will of God?

Is everything the will of God?

If yes, does that mean that everything that occurs does so with regards to God allowing to happen rather than directly causing it?

If no, how so? Would that not make God powerless?

In this situation I will say everything is with reference from the smallest unimportant actions to greatest of actions, including the worst of the worst.
