What Are Cosplay Contest?

What exactly are cosplay contests? Do you win prizes if you have the best cosplay and can anyone enter in the contest? The reason I'm asking is because I might ask my dad to take me Dreamcon and I'm actually kinda of nervous since that will be my first con.
