Is this scenario legal/ok?

Hi all, so I am looking a new apartment, and I found a relatively good deal to rent half of a condo. So I did the application and such and paid the $55 screening fee (It's an individual not a pmc). I sent a text just to introduce myself and such, and he told me to introduce myself to the current tenant to see if it was a good fit. I then sent that message introducing myself. He asked my age/work hours and said that they were too similar to his.

I would like to live there if possible even though it doesn't sound too great right now (I'm saving to buy a house later this year), so I'm looking for something short so I can move when I need to. My main question here is am I entitled to any kind of refund for the screening fee? I wasn't made aware that it was conditional upon the other person approving me, just the landlord?
