Shrine isn't a top tier ct and sukuna definitely carries it to some extent.

But that's the case with ALL CTS. How good a ct will be heavily depends on user.

Give limitless to someone who isn't gojo's skill and we'll see it crumble (like we did, we all remember that snowflake purple from yuta)

Give anyone who isn't strong enough mimicry, he'd fry his brain.

Brain hopping is practically a game of patience, also if you are not smart enough you practically won't get good enough bodies. (Not everyone is getting special grade dead bodies on streets)

Give anyone without choso's physiology BM and see (noritoshi kamo, I am looking at you) how they won't even make it to top 15 (a lot of people keep choso top 15). .

Give any non lawyer higuruma's ct and see him fail so bad

In the reverse, hana has duch a busted ct but still ain't even top 20.

Coming to shrine, with good output I don't see how it's a bad ct. Ranged slashes and close ranged slashes, not to mention a perfect Aoe flames which pairs with the domain perfectly. It's definitely not on the level of limitless or something like that but it's still not dogwater.
