Neighbour commissioned drainage work and told company to bill me directly (England).

I own a flat above a coffee shop/restaurant (one of 4 flats in total). The owner of the shop has had a flood due to a blockage in the communal waste outflow pipe.

The responsibility will be for all properties however the shop owner told the drainage company to bill me directly, an no-one else, without giving me any prior knowledge of the work. Can they do that?

The property has a freeholder who takes little or no responsibility and there is no service company or sink fund in place. I have no problem paying my share but I'm not sure they can maintain I should be billed directly for the entirety of the work.
