Genuine Question. Trump says the USA doesn't need Canada for Anything..... Why are our water bombers helping with the LA Fires?

I genuinely want to know why America isn't using their epic military might to squash the wildfires in California? Why are they using some of our water-bombers? Best military in the world, equipment for days... why isn't this being dealt with federally? Legitimately curious.
