What am I doing wrong?

It won’t let me go to top right and click on the “i” so I’m failing to understand.

It states Weapon Set 1 is 0(4) and Weapon Set 2 is 2(4), what does this mean?

I had a great build and was flying through Act 2, but now I can’t use it because I sold some gear that bumped up my Dex, but I now need 30 Dex.

I refunded a couple Passives with The Hooded One and I can’t make sense of where I’m going wrong, confused beyond belief.

Any help would be appreciated, thanks for your time.
