Hardware lights blinking and PC doesn't turn on

When given electricity to the PC, all hardware connected to the PC keep blinking, the PC doesn't turn on or give any lights, it happened once before and I ignored it bc I had to do something fast, turned off the electricity for a few hours, then when I came back and gave it electricity, it was normal again, it happened again today.

What does this mean and what's the solution?
