Absolutely terrible stutter and low fps

On fortnite which is my main thing to benchmark, I am getting the most horrendous stutters. 1% low is mostly 20, and constant micro stutters. It is unplayable. I've tried reinstalling windows, using ddu, used a ton of different drivers, updating bios and nothing works GPU: RX 6750 XT CPU: i5 12400f Motherboard: h610m-k prime Ram: Vengeance 16gb 3600mhz (although it doesn't ket me use 3600 anyway) CMK16GX4M2D3600C18 PSU: MWE 750 Bronze - V2
