How to get access to the pinkan island quest

I am trying to catch all the legendaries and I noticed one of them was locked behind the pinkan island quest but I have no idea how to get it. I talked to every person in goldenrod and nothing happened. I did notice that team rocket was supposed to be involved but I said no to joining them in cerulean city so did I lock myself out of the quest?
