Looking for a place to build my little off-grid homestead

For those of you that are bored of "affordable walkable liberal" posts, here's one for you. :)

I'm looking for somewhere, preferably in the desert, to build a little off-grid setup. I'll likely be living in an RV and using solar power, so it can't be somewhere the local government will get angry about that. I will haul water, so water access is not a concern.

Full list of things I'm looking for:

  • Small town. Somewhere in the range of 100 to 20,000 people would be cool.
  • Off-grid community. The more people that live off-grid in the area, the merrier!
  • Hot desert climate, with summer thunderstorms and ideally no need for a sweater for 6 months of the year. I don't hate winter so I'm flexible on this, but I do want to try being somewhere hot.
  • Relaxed zoning restrictions. Ideally either no rules around how I use my land, or rules that aren't enforced.
  • Access to public land. If I were to be randomly dropped somewhere within a 50 mile radius, there should be a good chance I wouldn't be trespassing.
  • Access to outdoor recreation. Having a lake and some mountain biking trails nearby would be great.
  • Low crime, preferably.

I'm open to the US or Mexico. I realize one place may not check all these boxes, so I'm open to compromises too. Thanks everyone!
