Allow Family to Initiate Close Encounters

Like it says on the tin. If Victims have a Bone Scrap it would be used up as usual (or not depending on their perks) but if they don't have a Bone Scrap at all, Victim suffers some form of penalty to their chances of winning the close encounter.
