Number not eligible for discount?

Why is that?

Looking to upgrade my Mom’s phone, the Samsung 24 FE, $6-700 I believe

If you upgrade to a 5G plan you can get $300 off the price of the phone ….tried her number and my number(on a 2 line plan) and it said both numbers weren’t eligible for the discount
