Man trying to sell puppies every afternoon at Dallas/Cook

There's a man who has been going down to Dallas and Cook street almost daily (I've seen him there three times), putting a litter of puppies in a crate, and then handing the puppies to strangers to hold. He's trying to sell his dogs - here's the listing for the puppies. ($2000 each)

Unfortunately this seems like a backyard breeder situation. He brings the mom, a poodle named Pearl, to this daily showing and the poor girl just looks sad, exhausted, and forlorn. The whole situation gives me a bad feeling.

Yesterday when I saw it happening again I called the BC SPCA non-emergency line but they had me on hold for about 5 minutes and unfortunately I wasn't able to stay on hold. I'm not sure if this is really something that can/should be reported but it makes me uncomfortable. Thoughts?

Edited to add: Alright, I called the BC SPCA non-emergency line after posting this because it really hasn't been sitting right with me. They said that technically people are allowed to sell their property, and that dogs are considered "property", and because the mama and puppies did not appear to be in physical distress unfortunately there's not much they can do. He suggested that for now it's just something that is monitored. Reasons they could look into it would be things like if there is a new litter but with the same mom, which would be cause for concern for over-breeding.
