Should I get a library card with the Vancouver Island Regional Library or Greater Victoria Public Library (Mostly to use for Libby)?

As part of Not Buying American and Not supporting American Oligarchs I'm going to start getting my audiobooks and ebooks from local libraries, just curious as to which library collective has the better catalog to choose from?
