Question about the map

I've been around this game since it game out (when I was 10) but I've been on and off about it and only recently got into it, what level do you need to be to unlock the whole map and how many characters are hidden behind those clouds? I've seen the pages and there can't be THAT many behind the clouds right? I'm going to be level 85 soon and I just wanna know how much more there is to the map

Also can you unlock the jungle without paying for it? I really don't want to
