Is that behavior okay?

Let's say there's a guy in his 50s, he doesn't understand everything, at least that's the "excuse", so he often makes racist jokes even infront of the target group, laughs at the underage medical assistant because he has muscles and asks playfully "you like what you see?" and makes her uncomfortable, or slps his daughters *ss when he finds something funny, without sggsual intentions, but until an inaproppriate age (16) and would still do it as she is an adult, if she hadn't lashed out and made him stop.

He really doesn't understand basic stuff sometimes, so his wife uses his "low IQ" as an excuse. Is his behavior okay, or normal, like she says?

I'm the daughter to clarify, and not on his side, it's 2 vs 1 and trying to talk would end up in being made fun of or being told that I'm "overreacting".

Edit: There's a possibility he has fetal alcohol syndrome.
