OTR with baby

Thoughts on living in OTR with a baby? Considering moving to the area between OTR and downtown (think like 9th and elm area). Is it safe to walk around there? Is it truly walkable? Is the park nice? I know it’s not the most family oriented area but are there any kids or families at all?
