Wish - what did Magnifico need the wishes for?

He asks everyone to give up their wish when they turn 18 - but why? He only realizes he can gain power from towards the end of the movie. I understand he wants some sort of payment for letting them all live in Rosas for free while he takes care of everything. But why did he choose wishes as payment? It doesn’t seem like he is gaining anything from it?
