Is there anything stopping Royal Colleges introducing extra points for UK foundation / core training?

As it says on the tin.

We all know the removal of RLMT meant the whole world could apply to UK core and specialty training programmes. But is there anything stopping the Royal Colleges from giving such a colossal points boost for having UK foundation / UK core training completed, that it effectively wipes out the IMG competition.

Because let's be honest - the government may want to flood the market with cheap foreign labour. But the Consultants and GPs who are going to be training the next generation of trainees want people who understand the NHS and the UK system. It makes their lives far easier.
