We don't need different perks for one-handed and two-handed melee.

With all the recent perk changes that Bethesda has been making, I think it's the right time for them to look at melee. The fact that I have to change three perks around if I switch from, say, a Plasma Cutter to a Super Sledge is absurd. The "one-handed" and "two-handed" distinction is not significant enough to justify different perks. And it's particularly silly when you consider that while in power armor, you hold almost every melee weapon with one hand anyway!

My suggestion: make the Slugger perks apply to all melee weapons except unarmed, and repurpose the Gladiator perks into 1-star cards with different effects. It would really just be a return to what already worked in FO4, where Big Leagues boosted all melee weapon damage except unarmed.
