Game saying servers at capacity but my friends who are barely hopping on can join easily?

Just what the title says, my buddy asked me to hop on, I play on ps5 and I hop on, met with a "Servers at capacity. Please try again later" I don't think much of this at first until my friend says he can leave and join the game with no problem. Not to mention it's currently 10:24 PM. So I keep retrying. Then my other friend joins and is able to get in with no problem. Friend 1 also mentions how there aren't even 200k players on? What the hell is goin on I just want to spread democracy. I've closed and opened this game so many times restarted my ps5 3 times, and unplugged it too. It makes no sense as to why I can't join if others can?
