Custom Metal Gear Solid

I’m making a deck for a friend for Christmas. He is very into MGS and I want to proxy him a commander deck. I want it to be a mid power so it isn’t outclassed but not too high powered that my friends will spend another $200. I was thinking either a human or equipment deck or maybe shorikai? Any ideas or deck lists?
