Trying to Encrypt a Hard Drive on my Pi4

I'm trying to encrypt my raspberry pi using cryptsetup and it's not letting me because "Device /dev/sdb is in use." Even though it's not. I've tried killing any processes running on it, replugging it in, rebooting, and nothing is working.
