[A8-9] Made a relic tier list

have no idea what the general community or those at a higher ascension think about certain relics but I was bored.

I noticed that a lot of the relics I considered 'bad' were either shop or boss relics, meaning that I just never picked them. That being said I did consider how you get the relic as part of the ranking, not the relic in a vacuum. For example, if everything in the 'whatever' tier were shop only relics I'd probably also never buy them.
