Please explain

We have two switches that control one light fixture. I think someone got creative when wiring without having three way switches on hand. How and what should I do to either have switch 1 eliminated or have both switches hooked up to three ways.

Switch 1 - Must be on for switch 2 to work. Has 1 hot, 1 neutral, 1 traveller

Switch 2 - switch 1 must be on to work. This is a dimmer switch with built in wires. Both wires are connected to hot wires in wall. 2 neutral wires are crimped together in the wall. 1 traveller taped over
