Honestly avoiding eye contact and moving on without reacting is the safest way to handle things like that- it is scary and unsettling when it happens. Seconding the people who've said to make a police report- personally I'd ring the non urgent line and leave a description of the person, their location and their behavior, and request a wellness check for them.

Thanks for the first three comments. Maybe there was a misunderstanding for the last comment about a well-being check. I meant to ask if there's a number to an organization that offers assistance to vulnerable individuals, especially those with concerning behaviours, like a homeless outreach program that offers mental health support services. I didn't mean an involuntary hospitalization or a full report.
